The last time the home screen icons rotate when iPhone 7 Plus orientation was changed was iOS 15.6 RC

I do not have widgets on the home screen and when I updated my iPhone 7 Plus to iOS 15.8 the icons no longer rotate

I did not update it to iOS 15.6.x or iOS 15.7.x and went straight to iOS 15.8 so I don't know when the change was made

It seems fine. Weirdly CarPlay is working better than before on 15.8.

No. You will have to install 16.7.5
