Same here! If you will turn it off from settings not from notification center then the bluetooth will stay off till you'll tun it on
In my case, turning it off from the settings, not always, but 50% of the times I turn it off and on, I discover that the bt has turned on the solo again. I have already reported this to apple. If it happens to you, do it too to see if they solve it: D
