iOS 15 - can’t select text in photos

I want to copy a handwritten note from a piece of paper and paste it into the notes app but it just moves the photo Around when I move my finger, nothing on tap, or zoom in when I double press. Same with phone numbers and websites. Does anyone know how to fix this?

Loads of posts about this. At the moment it is very buggy. All you can do is report it (hopefully you have) and await a new beta in the hope that sorts it.
