Just updated my wife’s iPad mini 4 to iOS 15 so that it matches her iPhone.

The performance is awful - very sluggish.

Is this just normal, or should I bother with a clean reinstall and all of that effort?

New features + same CPU = worse performance

starting fresh could help since recent iOS versions have been buggy
 
After a reboot and leaving it plugged I overnight it seems to have sorted itself out and got back to what I’d consider a normal speed.
 
After updating an iPad or iPhone to the newest major software version, there is usually a huge number of apps that get updated too so they can take advantage of the latest OS release. Her mini 4 was likely busy downloading and installing a bunch of app updates. It is always best to keep the iPad or iPhone plugged in to a charger after updating the OS to a major new release.
