[iOS 17.5 / 17.5.1] Restore permanently deleted voice recordings

Today I deleted the wrong recording, then removed the recording from recently deleted.
iCloud voice recording sync is not enabled, the most recent iPhone backup is from before the recording.
Is there any software that can restore the recording?
