After iOS 17 my notes app broke. I have a few hundred notes and initially thought that this would be fixed after it was finished indexing. However, I am now running 17.2 and it’s never resolved.

Anyone else have this issue? I haven’t updated my iPad to 17 since I actually need to see these notes….

While I haven't seen this one specifically before, did you try shuffling around your notes a bit from the iPad? Like, create new notes, create folders, move notes in and out of folders, to see if the iPhone gets "un-stuck"? Also, try to disable the Notes in iCloud on the iPhone, reboot, then re-enable it.

Yes, I’ve tried but nothing brings them back.
 
Have you tried uninstalling the Notes app and reinstalling from the App Store?

Log into iCloud on a computer -- look in "Recently Deleted" if they were accidentally deleted they will stay in this folder for a while, then you can recover them.

They’re not deleted. Just ghost. I can still see the files but not the content.
