As we are on beta 3 I thought we would be able to start side loading apps but presumably it’s only available when iOS 17 is officially released September is this correct?

Sideloading ain't coming until they're officially forced to by regulatory bodies, which most mandates don't go into effect until March of next year. And even then, all signs are pointing to only allowing sideloading in countries that require it, which in this case so far is the entirety of the EU, and Japan.

They're gonna drag their feet as much as possible so don't expect sideloading so soon.

Sideloading is not an announced feature of iOS 17, so there is no official release date for it.

A good conclusion of what to expect. I totally agree with the opinion of the author.
Yeah, here is the meat of the article and very likely to happen this way:
  • The law will come into effect;
  • Apple will comply with the payment platform part;
  • The company might publish a very densely written white paper on iMessage interoperability, deliberately making this as unhelpful as possible to any messaging company hoping to take advantage of it;
  • Apple will initially ignore the app store part;
  • When challenged, it will try to use the security get-out clause;
  • The EU will take it to court;
  • The case will take years to work its way through to the final appeal.
