I just updated to iOS 18.4 today, but in early beta I saw news that they added option in maps to change preferred language, I was really looking forward to this, but now there’s no such option, I tried turned off always show map labels in English, and restart, still can find this toggle. Did they remove this in later beta and official release?

It was introduced in iOS 18.4 Developer Beta 1, and then it vanished in Beta 3 and 4, then the RC1 and RC2. It's particularly annoying for me because I switched it to German as my German-speaking girlfriend drove my car (it affects all devices AND carplay), then forgot to switch it back. Now the setting has gone and my Apple Maps interface is only in German, with no way to switch it back to my native English. Annoying. Perhaps it reappears someday, but for now, I am stuck with this peculiar setting.

oh that is unfortunate. Maybe you can try to set the whole iPhone to german and then change it back. Maybe it will also override the Maps settings.

The other method you could try is to download the iOS 18.4 Beta1 ipsw file and "update" your iPhone, change it und update to the final again.
On Mac you can press "option"-Key and on Windows the "shift"-key and press "Update" in Finder or Devices for Windows.
I am not sure if that still works. I would do a Backup just in case. No guarantee that this works and be aware that it could mess up your iPhone and you need to restore it if it fails.
