Can I downgrade via IPSW to the "Public Beta" aka Dev Beta 3, or do I need to go to iOS 17 and back up?

Do u have 3utools? U can go to any beta there

As long as you have the IPSW file for Dev Beta 3, you should be able to go straight to that without needing to go back to iOS 17. Just get that file and follow the directions on the first page of the iOS 18 beta 4 (or 3 or 2 or 1) threads for directions on how to do this.
