iOS 18beta on iPhone 11?

Is it possible on my son's iPhone 11 the iOS 18 beta doesn't appear as downloadable? I got him an AppleWatch Ultra 2 which was paired with an iOS 18 and with the official iOS 17.x.x it won't pair and, strange, my sons reports beta version not showing on his device, should it be like that is there a way to force the download?
