iOS 4 requried for tethering, then will a tmobile sim still be working on unlocked 4s

According to at&t, "iOS 4 required for iPhone Tethering", does that mean a t-mobile sim card with data service won't work on a jailbroken and unlocked iPhone 4? Need Help ASAP. Thanks.
