iOS 5.0 FaceTime not working HELP!!!!

Hi, I'm From Republic of Georgia.
I got a huge Problem: faceTime doesn't shows up in setings up at all, I have tried with 2 other simmilar iPhone 4, and had no problem but on my iPhone 4 it just doesn't shows up at all, iMessage works with no problem. and I have tried restoring and reseting iphone, but nothing workd there simply no faceTime icon below phone settings icon

Help please if somebady has resolved this icone before.

no it's not it doesn't shows up at all, not iven in restrictions settings.
