Well i am asking if 8.4 is better and works faster than 8.1.3?
Hard to say what it will be like for you on your devices. In general, yes the latter versions of iOS 8 seem to be slightly more optimized and stable than the earlier ones.

Generally speaking, iOS 8.4 is better than iOS 8.1.3. If you don't touch Apple music, then everything would go normally, as expected.

However if you hope iOS 8.4 works faster than iOS 8.1.3, you may feel disappointed. But iOS 8.4 may not slow down your current device, whatever it is.

Thats i am afraid of, what if 8.4 slow my 5S, like it was with the ios 7 and iphone 4...

So thats i am asking for a comparison

Well, iOS 8.4 beta 4 doesn't slow down my iPad mini, while iOS 9 beta 1 does.
IOS 9 beta 2 is better, but still not so great.
For battery life, iOS 9 beta 1 is just horrible. Beta 2 is much better. IOS 8.4 beta 4 is just solid enough.
 
I updated and i regret it, its definitely worse i restored 8.3 via itunes and made setup as new...

The scroling sucks, it seems like doesnt detect my touches correctly, it made me crazy....

Seems iOS 8 has some sort of touch registration issue. One of my games is seriously affected since it requires correct touch registration. The overall experience is not so good. I may try the performance on iPad mini to see if the screen has something strange.
