I see Apple advertising that iOS9 will take up less room than iOS 8 does, 4.58 GB compared to 1.3GB respectively. Does that mean that the extra 3.28GB of space will be returned to iPhone users to do with as they please? Or is this just the amount of room needed to update the software and have no bearing on the actual size of the OS.

To clarify above, the iPhone would need gigabytes of room in order to install updates--solely to move around files and work to update the device. Now, the room you need is decreased 4x. Don't need 4.5GB JUST to update.
