Unlike those running 9.0 general release, I do not have contact photos in messages running 9.1 on an iPhone 6. Anyone else have this issue? Know a solution? I've been waiting for this feature and hope I don't have to downgrade to get it.

I have zoom available to be turned on via home button triple click. It is actually not zoomed at all I just use it with the dark filter for night reading.

What about the display zoom at Settings > Display & Brightness?

That did the trick. Thanks for the help. Disappointing that's what it took, definitely a fan of the filled screen look of zoomed view. Does anyone know of a work around to have zoomed view and the contact photos displayed?

Nothing in iOS itself (perhaps some jailbreak tweak). That's the difference with zoomed view, it can't just somehow make things bigger and fit the same amount of information, something has to be changed somewhere, so there are some costs that come associated with it basically.
