I know mileage may vary but I was wondering what the general consensus was on these as I'd like to run some applications requiring iOS 9.

iOS 9.2.1 on iPhone 5s and iPad Mini

I highly reccommend jumping onto 9.3 PB2 as the experience is eons better than 9.2.1 (almost all lag has been obliterated) on the iPhone 5s.
If you upgrade to 9.2.1 from any version of iOS below 9.0, you'll notice a huge drop in performance.
You should either jump on the Public Beta or wait until 9.3 is released, or if you can handle lag then upgrade to 9.2.1. You might also want to consider that beta software has its little quirks.

I was afraid and sceptical and decided not to update. Then I bought another iPhone 5S and it was shipped with 9.2. It was smooth and overall was a better experience than 8.3.
Oh ok then I will probably wait until 9.3 then in the spring on my 5S, will the iPad mini be able to run iOS 9 (or 9.3 for those who are running the public beta version of it)? Thanks for the responses
I just updated to iOS 9.2.1 on my 5S yesterday afternoon. I didn't notice any issues last night, although my battery drained much faster than normal doing nothing more than texting. Literally lost 30% in an hour.
However, this morning, my Touch ID suddenly stopped working after charging all night. I hard restarted my iPhone, and Touch ID seemed to work fine for a few mi Utes, then stopped again. This time I discovered my Touch ID settings had been wiped out. So I tried to set it up again, and kept getting an error preventing me. Another hard restart and no difference. Backed up and restored the iPhone, and the same. I'm waiting now to reset the iPhone to factory default to see if it's a hardware problem, before restoring again.
