Im just wondering if im able to restore WHATSAPP conversation from backup that ive made on 9.3.2 b4 to 9.3.1. Im restoring because battery is horrible and i cant take it anymore

Dont restore. From what I have read, you can just "Option+update" 9.3.1 .ipsw in iTunes.

Yeah this is true and I have done this twice.
However, I guess he is "actually restoring" when writing the post.
And if IS true, then there is only one answer: no. You cannot restore from your previous backup, no matter whether it is stored at cloud or local.

I believe you are correct. The OP could go back to beta. Restore from backup and then go back to 9.3.1 via iTunes. More steps but same result with backup intact.

Wow i didnt know about that trick with update tab.

Hmmm i just restored to iOS 9.3.1 and restored my backup. Not the whole backup, i was just asking for my whatsapp conversation backup on icloud

iCloud will not restore your whatsapp history because your firmware version is older than the version your backup is created. But for beta, things may be different. I don't know the exact, nor I have experience.
