iOS 9.3.3 Dictation option no longer present.

The Settings - General - Keyboards - Dictation option is not there - SOLUTION FOUND

I have tried turning on and off
Restoring
home/off button until the apple log appears to clear cache

iphone 6s
Contract deal
64GB

Same region with my ipad air same ios, it has the dictation option.

How do I get the Dictation option back please?

Solution found.
I had Siri and dictation turned off in the Restrictions section.
