Often enough it's just something that customer care/technical support will say if there's not much they can do about some issue (and/or they perhaps don't necessarily even see an issue). In quite a few circumstances various issues can and do go away with an update/install, sometimes because there's a fix for something or other that affects things, sometimes just because a new update/installation refreshes things and restarts things and that can get some glitches to disappear too. So, it's not necessarily a given that there would be or is supposed to be anything in the just released update that would specifically deal with a specific issue that you are having, or there might even be something there, but perhaps something that isn't helping your particular glitch, that perhaps isn't something many others are experiencing and is more unique to your device/setup.
Is that with reduce transparency and/or reduce animations enabled or anything else like that?
I get that on my iPhone 6 Plus. However, certain background pictures make it worse or more obvious.
Maybe not, although it use to be far worse, especially if you had a folder in the Dock.

No such flickering on my old iPad Air with 1G of RAM.

The smaller size doesn't allow rotation of the home screen anyway.
Sorry, I was being sarcastic. I'd never spend $1,000 USD for any phone.
at&t gets a lot of hate in here as do most of the big carriers. We have used them since it was Cingular Wireless.
Always been satisfied (Full disclosure. I have a 20% FAN Discount) They have been building out capacity in NY like crazy. My downloads are 3x what they were 12m ago on the same iPhone.
