I started noticing this issue in the middle of the week. iPhone 6S. I'll click the home button, and where before Touch ID would kick in instantly, but now there is 2-3 seconds of lag. The iPhone thinks I'm trying to activate Siri 3/4ths of the time. Same issue when tapping the sleep/wake button. A full 2-3 seconds of lag when "waking," instant response when going back to sleep.

I have tried restoring, a force reset, and am starting to run out of ideas.

Any others?

As in the lock screen would come up for a second or two before you are taken to the home screen? Or the screen wouldn't wake up for a second or two?

I'm having a similar issue right now with my 6 after updating to 9.3 (It's funny but my rMBP's UI is lagging too after the latest update)

I wiped the phone and it works fine. I restore from the backup, and the lag is present. Not a button issue because the on/off switch and the home button have the same lag.
