We have been experiencing very high data usage related to exchange email accounts with all devices running iOS 9 and beyond.

Apparently the culprit is that IOS downloads all attachments in any email irrespective of size/type.
We all know that attachments of a certain size and up should require "tap to download" in order to be downloaded, however in IOS 9 attachments are auto downloaded automatically without users tapping "tap to download"

Anyone with this kind of issue???

Except of extremely high data usage is also causes battery drain because devices continuously downloads attachments even in cellular mode.

I would appreciate any advice,

check wi-fi assist. There's been reports about this feature causing high usage.
