Didn't Apple said that they managed to reduce the iOS size to about 1,5GB? my iPhone has 16 GB but only 11,7 GB usable, is this the current ios 9 size for everyone? I'm using an iPhone 6+

Don't forget your 16gb is not truly 16gb much as mine isn't 32 it's 29gb.

A 16gb is roughly 14 so take that into account too.

This. 16GB formatted is roughly 13.8GB, minus approximately 2GB for iOS. Apple reduced the sized needed to install the OS, not the OS itself.

C DM beat me to it.

Arstechnica did some nice comparisons.
http://arstechnica.com/apple/2015/09/ios-9-thoroughly-reviewed/2/#h2
"With just a handful of exceptions, iOS 9 isn't going to give you space back, but, even when it does consume more space than iOS 8.4, its impact is negligible. You rarely lose more than 100 or 200MB. iOS 8 made much larger, far-reaching changes to the platform, but in exchange it routinely gobbled up between 750MB and 1GB of extra space compared to iOS 7.1. This is an improvement."

You may want to check your storage stats with iTunes. You might have an excessive amount of "Other."

They reduced the size needed to download and install the update, not quite sure if that also necessarily means the size the OS itself takes up once it's installed has really changed much one way or another.

During the keynotes I found them kind of vague about whether you'd get any space back...just needed less to install.

On both my iPhone 5S and Air 2 used space was exactly the same after the update. I even took a screen shot because I was curious about it.

Same on iPad 32G I dont want to say they lied but they must meant the size of download the OS not the actual size in the device. kinda frustrating I hoped iOS9 can give me a spare of 2G but no :( and they still offer 16G devices

Yeah they kept saying how iOS 9 will help 16 GBs iPhones to clear up some space and how big deal this thing is..I guess not.

What you're probably looking for is App Slicing and App Thinning, which is where apps will only install the relevant chunks to your device (i.e. only download iPad assets for iPads instead of having all the assets installed on your iPhone, only to never be used on an iPhone because they're iPad assets).

http://arstechnica.com/apple/2015/09/ios-9-thoroughly-reviewed/7/#h2

Apps must be updated to take advantage of App Slicing and App Thinning so this isn't going to be happening overnight.

Again, I believe it was more from the point of view that it will make it easier for those with 16 GB phones to get and install the update as it wouldn't require that much space (in comparison to let's say how much space the download and installation of iOS 8 required).

They never mentioned reducing the size of iOS and giving back free space. They mentioned they will reduce the size that is required to install iOS 9. Therefore, people don't have to delete apps and whatnot just to install software. It required almost 4GB, now it's less than 2GB.

Something that stinx is I've preordered a 16 GB phone, determined to keep making due without paying an add'l $100 (FYI, I'm trying out one of those carrier lease plans -- if I were ponying up the full $$$ to buy outright, as I've always done in the past, I'd spring for the 64 GB). Like the OP, I had been expecting iOS 9 to deliver a few extra GB's of wiggle room (due to misunderstanding the underlying deal here). However, I will boldly soldier on with the 16 GB lifestyle... makes no sense to pay $100 upfront on this lease plan, for xtra storage I may never need, and which will just be wasted if I swap the phone (as I'm sort of expecting I'll end up doing).
