This. 16GB formatted is roughly 13.8GB, minus approximately 2GB for iOS. Apple reduced the sized needed to install the OS, not the OS itself.Don't forget your 16gb is not truly 16gb much as mine isn't 32 it's 29gb.
A 16gb is roughly 14 so take that into account too.

You may want to check your storage stats with iTunes. You might have an excessive amount of "Other."
They reduced the size needed to download and install the update, not quite sure if that also necessarily means the size the OS itself takes up once it's installed has really changed much one way or another.
During the keynotes I found them kind of vague about whether you'd get any space back...just needed less to install.
On both my iPhone 5S and Air 2 used space was exactly the same after the update. I even took a screen shot because I was curious about it.

They never mentioned reducing the size of iOS and giving back free space. They mentioned they will reduce the size that is required to install iOS 9. Therefore, people don't have to delete apps and whatnot just to install software.
