I understand that with iOS 9, an iDevice won't update apps unless it is connected via Wifi and is plugged in. I have two iPads, an iPad Air and a 3rd Gen iPad. Both were plugged in overnight and were connected to Wifi, but neither would update the apps (one has 21 apps pending update). I've tried rebooting, but that did not help.

Any thoughts about what might be going on?
 
I'm going to piggyback on this thread because I might be having a related issue. For the last day or so, neither my iPhone 6 or my iPad Mini 4 (both on iOS 9.1) can consistently connect to the App Store. When I try, after a long while of nothing they eventually say that they cannot connect to the App Store, and thus, my apps won't update either.

The weird thing is my phone can connect via cellular. Nothing about my wifi network has changed recently. I've checked all the settings and reset the router. No connection or network issues with anything except the App Store.

Are the apps able to update when you tap on them manually? Do they start downloading, then stall soon after and the download takes forever to complete?

You can try turning on VPN. I can't say my problem is the same as yours, but I sometimes get a problem with my apps being slow to download and VPN somehow resolves the issue.
