I searched Google and have found the same complaints, but no one has any solutions. Devices on iOS 9, I am no longer able to click on "transfer purchases" in iTunes and have purchased apps copied to the iTunes library. Nothing happens when I click transfer purchases.

I'm on the phone with Apple now. First time I've ever called them about anything. While on hold (still on hold), I took out my son's iPhone 6 still on 8.4.1. Sure enough, all new apps copied over as soon as I clicked transfer purchases.

Anyone here has a solution? I have my shiny new 6s starring at me, but can't do the restore yet as I don't have all my apps in the library, and I don't want to have to download them again.

no device on ios 9 will transfer, apple screwed it up with their "app thinning", make noise & they might respond, like in the camera roll fiasco

Gaaaa. Thanks for the response. At least now it's confirmed and I don't have to continue to hold.
