I know that we are waiting for a Yosemite update for complete compatibility but we should still be able to sync.

iOS 9 Notes changes aren't appearing on Yosemite 10.10.5

Correct. When you launch Notes on iOS 9, it specifically tells you that if you upgrade your Notes to have the iOS 9 features, they won't sync with other devices unless they're iOS 9/El Capitan.

Yeah, it's just one of those "be on the new stuff or lose out" things. I heard that they've moved away from using IMAP to sync notes and are now using iCloud direct. No idea if that's true but it sounds plausible. Why they couldn't add that into Yosemite with a small update, other than pig headedness, I've no idea.
