iOS 9 or El Camino issue?

I am not sure if this is an iOS 9, El Capitan or just Apple Music issue in general but here is whats going on. Not only wont any of my music library sync to my iPhone 6, most importantly I can't even get selected playlists to sync. I have tried messing with every setting and its really annoying. I have tried searching to no avail. I don't even care about my library but theres a few playlists that I really want and no matter what I can't get them over to my iPhone. Unfortunately its mostly live sets of stuff that isn't available on Apple Music

I've been waiting for the issue to be resolved with the release of each beta but the fact it hasn't been fixed yet is pretty troubling. I can't be the only one...

are you sure u got iCloud Music Library enabled on both and only show offline disabled?
