iOS 9 problems with viewing photos and videos

Hello Everyone
Since i updated to iOS 9 ,photos in my library start off blurry and take time to become clear (there is a small loading circle at the bottom).Also when viewing videos stored on my phone there is a loading wheel and the videos take some time before it can play.Is anyone else experiencing these problems? Any help would be appreciated.Thanks

Sounds like you have Optimise iPhone Storage selected under iCloud > Photos settings. This stores a lower resolution image on your phone and then downloads the full quality image from iCloud on demand to save local storage space.
