iPhone iOS 9 WiFi toggle lockout and bandwidth issues

iPhone 6 - I updated from 8.4.1 to 9 GM.

Problem 1: After the update, my WiFi toggle was locked. Completely greyed out, it would not enable, neither via settings screen or control center. I asked Siri to enable WiFi, she said "okay, I turned it on", still locked out. I tried rebooting & resetting networking settings. No joy. Checked "Settings > General > About", WiFi MAC address showed so safe to say it wasn't a hardware issue. I bit the bullet and restored to factory, voila. WiFi functionality returned. I then restored from backup and was back to square one, WiFi toggle was locked again. I finally did a factory restore again and have just rebuilt my phone from scratch (decided it would be nice to have a clean slate, anyway).

Problem 2: I work in IT for a Gbps FTTH ISP for a living, and my 6 plays a big part in helping me diagnose my customers' WiFi networks. Today I found that I was now limited to about 25-45 Mbps via 5 GHz on either 802.11ac or 802.11n, across multiple networks. I can normally max 802.11ac out at 250 Mbps and 802.11n at around 130 Mbps.

Is anyone else seeing WiFi bandwidth issues after the update...? Really, really, really hoping this is addressed in 9.1

no i was fine, even in all the betas. ur backup has/had whatever error it was, stored in it, so that one is shot & ud need to rebackup after the phone is setup from fresh that u said ur doing. relative's 5s is fine too.

ur absolutely positive thats not 2.4ghz speed? 45mbps is about what it can do on 2.4ghz, are u using cloudcheck/heard of it?

Yessir, 5 GHz. Bear in mind, IT/networking is what I do for a living
The backup I can live without, like I said. Not a big deal at all.

So there again: 5 GHz, but 802.11n and 802.11ac networks are now both capping at 25-45 Mbps in iOS 9.
802.11n previously capped at 130 Mbps, 802.11ac previously capped around 250 Mbps.
This is after a clean, factory reset on iOS 9 (GM).

if ur ios build number is 13a340 thats GM as u stated, but if its 13a344 thats the final public version, there was a small difference this year between GM & what went to public so if u dont have that, update to it.

did u just reset & erase from the phone, or did the restore from itunes?

My apologies, I am indeed running the final public release...long work days make you not pay attention sometimes.
But yes, I tried both the reset from the phone and the restore from iTunes (restore from iTunes with and without the possibly corrupted backup, same bandwidth result).

try every router & confirm their 5ghz settings that u got access to, ios 8.4.1 is probably still being signed so u can go back to that & see if its fixed there, then upgrade again to ios 9

I just performed another Network Settings reset, I'm now back around 106 Mbps on 802.11n.
....strange how these things work sometimes. Maybe it was still indexing during my initial tests.

Unfortunately I don't have 802.11ac here at home to check but hopefully that's okay now as well. I'll check it out at work tomorrow.

thats still low for 802.11n ht40, unless there was other traffic, i get a stable 129~130mbps, using 153+149

Is that bandwidth from your ISP to your phone or WLAN link rate? My link rate (phone to the router, forgetting ISP for a moment) is holding steady at 135-137 Mbps. ISP bandwidth to the phone is pushing somewhere around 106-115 Mbps.
