iOS apps on smart Tvs

How come a lot of smart TVs use Android apps but none use iOS apps? Whats happened here?

Because those TVs aren't running iOS? The TVs running Android apps are probably running Android TV. In fact - I just saw a headline that TCL, a company that built a lot of TVs with Roku built in, is now shipping TVs built around Android TV.
