I'm on a 5G plan, 5G is active, allow more date on 5G is selected and still not able to download iOS updates over 5G!
Has anyone managed to do so or is it one of those features that hasnt been activated yet?

I had the same problem yesterday, but must admit I didn't try a restart. Am beginning to think it is maybe carrier dependent???

I didnt restart either, so do I have to restart my phone every time I switch to 5G?
I also think it might be carrier dependent!

I will restart the phone and try again next time a new beta is released, otherwise its definitely blocked by my carrier!

Do you have allow more data turned on in the celular settings??
Yes, same here - on. First thing I checked. I even drove out to a known fast 5G signal from my work, because the wifi is lousy at work..... Still said need to connect to wifi to download.

Apple has introduced the option to download iOS software updates using 5G cellular data on the iPhone 12 mini, iPhone 12, iPhone 12 Pro, and iPhone 12 Pro Max, according to a support document published this week. (2020) when using iPhone 12 models in Dual SIM mode, 5G is not supported on either line

What's their reasoning for allowing this over 5G but not LTE? LTE can be just as fast a 5G in many places, and it's all coming from the same data plan anyway.

iOS 14.5 enabled 5G on both lines when in dual sim

I’ve been asking myself that for a while, honestly. I’m still trying to figure out why it matters
