All Devices iOS mail suggested contacts (Siri found in apps)

Hi, when starting to enter an address in an email, suggested contacts (SIRI FOUND IN APPS) appear for old addresses. There is a (i) button and can “Remove From Recents”. Problem is, after about a day, they always come back.

How do I remove these permanently?

Try this, in Settings -> Mail -> Siri & Search, turn off “Show Siri Suggestions in App”.
