In iOS 10, I am unable to remove two folders I created in iOS Notes. As soon as I delete them, they come back.

I have restored my iPhone (a clean restore), logged out of iCloud and logged back in etc.

Both the folders are empty.

Has anybody faced a similar issue?

Are these iCloud notes? Have you tried removing the folders from icloud.com if that's the case?
