Why are they forcing this on those of us without the X?

Not listing all the fixes/changes makes it harder for a user to decide if they want to update or not. Not very user friendly.
It would be impossible for Apple to list every single change, and you know that. There could be 200 small changes in a 40MB update. It’s been this way for 11 years now. Only the biggest changes get listed.

Actually, I don't know that and neither do you because they never listed it. Additionally, a minor update like that is very unlikely to have that many updates.

The underlying point is that there likely was something there that applied to iOS in general and not specially just one particular device.
