I have Pages and Numbers files stored in iCloud. If I am offline I can go to the new FILES app. and open any file but if I close that file then try to reopen it I cannot. As soon as I close the file there is a message under its title saying, “download error” and to the right of the title an icon of a cloud with an exclaimation mark inside of it.
I want to be able to open and close my iCloud files multiple times when offline just as I did with IOS10.
Any ideas?

Is there some option to make available offline?? Usually there is a setting somewhere. I use File Browser app and it has a setting for cache for offline availability of files.

The strange thing is that when, while still offline (in an aircraft) after about half an hour I can open these files again.

Also since downloading IOS11 I cannot open some other files that are stored in iCloud. In the IOS FILES APP they are greyed out. These files are scans.
