Should the app be updated to support iOS4 to multi task? Or, any apps can multi task? I doubt all my fav apps will be updated later when iOS4 comes to iPad, and wondering those outdated apps will fall behind.
 
i come to ipad store on launch day, why is it you not sell ipad, i is confused
 
You can't set the multitasking abilities of an app unless it's marked as iOS4 compatible; but if an app doesn't use or need iOS4 features (like multitasking), there's no requirement to update it just to an iOS4 version.
An 'old' app will still work just fine; it just won't be able to work in the background, and will quit when you close it.
As far as I'm concerned, in most cases; no biggie!
 
NO app can multitask on iPad (without jailbreaking), since iPad doesn't run iOS 4.

On devices that DO support iOS 4, the apps need to be updated to take advantage of new multi-tasking feature. With the exception of Fast App Switching, using any of these features will require code modifications by the developer. (Fast App Switching requires only that the project be re-built with 4.0 as the Base SDK.)
