Like stated in many imei unlock sellers pages.
'This will just unlock the phones sim network, NOT remove someone's ICLOUD account."
So even if you buy an IMEI unlock for it you will not be able to use it if its locked without icloud.
There is no solution, try not to buy stolen property next time.
