I'm looking for information regarding the required iTunes version for syncing with iOS9. Is it possible to use iTunes 11.4 ?

I updated and synchronised iOS 9 PB1 (on an iPhone 5) with iTunes 11.4 (on Mac OS X 10.9.5) just fine. I can't say anything about later betas, reverted back to 8.4. I have high hopes it will work in the final version too, I'm not too thrilled with iTunes 12.
On B3 and B4, iTunes reverts all my changes to icon layout especially regarding the change to the number icon you can show on a page in a folder and iTunes just won't sync my apps so my app library on iTunes are all outdated. Haven't tried it with the latest build. Will do later after work.
Thanks for your reply. If iTunes 12 is required I will not be installing iOS9 on my devices. I'm also on Mavericks 10.9.5 and intend to stay on it as long as my PBpro keeps working (I hope it still has some years to go). The GUI of iTunes 12 is simply awful.

Sync completes sometimes but music is not transferred.
Sometimes iPhone crashes and reboots.
I have never been able to get more than 1200 Tracks on my phone.
I would not recommend updating to Beta 5 or Public Beta 3 (it is anyways one and the same) if you do not have iTunes Match/ iCloud Music Library.
UPDATE: I have already posted a feedback regarding the same. But I think the next version of iTunes will resolve it anyways.

Whatever version they currently have for Windows OS. Still haven't tried syncing to this day lol

I would better say not update to any version later than 11.4 because not only iTunes match but also iCloud Music Library are both craps, according to significant counts of user (many negative) feedback.
By the way, I use iTunes 12.2.1 because I will surely update to iOS 9, and hence older version would not be OK for me any longer. I encounter local music sync issues yesterday, though. I do iPhone and iPad setting reset, and wipe out everything related to music sync on my iPhone and iPad, and things go back to normal again.
Agreed but I can't use v11.4 as I have iOS 9 Beta installed on my iPad as well as my iPhone (Yes, risking a daily driver). Erasing everything didn't work for me either. So I tried installing El Capitan Beta on my Mac and still had same issues.
Apple released iTunes 12.2.2 today although the update concentrates mainly on Apple Music. And the issue still prevails.
We might have to wait till the next beta (could be GM1) to get this fixed.
I am subscribed to Spotify anyways so it's not that much of a pressing issue.

Syncs my music, contacts, calendars from iTunes 11.4 on Snow Leopard to my iPhone 6 running iOS 9 beta without issue...
Here's the problem though, at least what I experienced (and it was Not Fun). iOS 9 beta worked fine for me with Snow Leopard (10.6.8) and iTunes 11.4. But then 9.1 beta rolled out an I had to try it. Boy was that a mistake! The phone was basically a brick for many hours. I was up the entire night and I know iPhone and Macs like anyone would who's used Mac professionally since 1984 and many years of experience with various iPhones and iOS's... 9.1 required that I go up to a version of iTunes that my computer isn't going to do. I tried Mavericks once. It was terrible. Slowed my computer to a craw with no relief. That reversion back to SL wasn't easy either. Then, I had to do this reversion from 9.1 to 8.4 and am unsure not about going to the full public release of 9, because I don't know if it's the same as the 9 beta (perhaps with some minor adjustments) or if it's like 9.1 which was such a nightmare. It would have been so much easier if I could only have reverted the phone from my iCloud backup, but when I went to get that data, all that was there was my calendar and contacts. Shouldn't it back up the entire phone for a restore if needed? iTunes has a button for restore from it. But when pressed, that's all that was available.

The majority, however, seem to indicate that 12 is the requirement, and the "added support for iOS 9" in the 12.3 change log would seem to reinforce that. I've searched, but Apple only specifies compatible devices, not OS or iTunes requirements, which is frustrating in the "let's make the user guess, or find out the hard way," but typical Apple.

Seems like the requirement for iTunes 12 was added somewhere along the iOS 9 beta journey. I plugged in my iPhone 5 running iOS 9 GM and iTunes 11.4 on El Capitan GM immediately told me that I need to upgrade to iTunes 12.2.2 to use it. Had no choice but to upgrade.
This is outrageous!
Because I use the latest iPhone, but my hardware (a MacPro 2,1 I've spent over 9 grand on over the years) won't run the latest OS I'm now locked out of my music and apps and ability to sync and backup my phone.
I used the version of iTunes to upgrade my phone so that it would no longer work with said version of iTunes. Oh the irony. No warnings from Apple that if I upgrade I can no longer use all the apps and music on my computer with my phone. Not a word to warn me that doing this would ruin my mac experience.
