iOS9 problems

My wife has an iPad 2 and has just upgraded to iOS 9. In this OS each time the pad starts or wakes up
it starts with a start page that she must swipe to enter the functions. She then goes to a sign in screen that
requires her password every time. She would like rid of these two fuctions. Does anyone know how
to accomplish this for her.

Did it work differently somehow before?

Yes there was no obligation to input a passcode upon awakening it is this that my wife wishes to rid herself

You should be able to change settings for that at Settings > Passcode
