iPhone iP6+ 8.1.2 Reachability issue

I Googled this and probably just wasn't searching for the right thing, but here is my issue. I've tried 2 apps Reachweather and ReachAPP, when I'm on my Springboard and invoke it my icons shoot down but nothing appears in the reach area. The only way I get anything there is if I invoke it when I'm in an app. Now I went on YT and watched videos, none of them show it being used while on springboard but I'm assuming it should be accessible, am I wrong?

These kind of tweaks only work when Reachability is activated within an app.
