With Sidecar and iPad OS, for those who don’t need absolute power, isn’t it better to buy a 13” MBP 2019 than a 15” one? Can get portability and touch screen. Combined screen estate is larger than 15"’s.

You'd also have a weaker CPU and vastly inferior GPU. Some people need mobile computing power more than portability. The extra screen space might be nice. It would be much more cumbersome on the go.

At Apple store now. The 15" is definitely more comfortable to look at. Perhaps 15" with with ipad mini as touch input.

It depends what you want to use your MBP for. If you need the extra power and your workflow requires a bigger display, then the 15" is still the better choice. If your workflow gets better by having a second screen and you don't need the extra graphics card power, then the combination of a 13" Macbook Pro and an iPad is nice. It all depends on what your requirements are. I have the 13" MacBook Pro and I personally find the iPad not very much useful, especially when I consider that I can use my MBP for most tasks the iPad can do. I don't need signing documents or working with PDF files and a pen, so I don't need an iPad. For content consumption the 13" MBP is great, and is extremely mobile too, so for me having the smaller MacBook Pro made my iPad unnecessary

Yes iPad is not very useful now but with the new file system, access from external storage and mouse input from iPadOS could he more useful.
