From what I have been reading, if restriction code has been forgotten you are screwed and have to wipe.
here is my dilemma, my mom has an old IPAD 2 and someone put a restriction code on it that she has no idea what it is... She just bought a brand new ipad and I am setting it up for her, if I do an icloud backup the restriction crap is going to carry over correct?? She is mainly just concerned about her photos and videos. Is there anything I can do here? if not what is the best way to export photos and videos to a windows laptop 10, and then set up new ipad as new device, and then just import her photos back onto her new ipad?? thanks for any help

Set up the new Apple iPad with everything new on it, by changing our Apple I.D. it's your e-mail address and also reseting your Apple Password.
You also can call apple Support at (1-800-692-7753) they can help with getting it correct.
