Carrier iPad 2017 WiFi only GPS ?

Question about iPad 2017 (WiFi only)

it's about GPS... since the iPad 2017 doesn't have GPS, why write in the
technical data that geotagging is possible for pictures and videos?
How does it work without GPS?

It uses Bluetooth and nearby WiFi networks to determine your location.

Yes, but geotagging is usually done outdoors in nature, so
there is no WLAN or Bluetooth available. So what's with geotagging
without GPS in the wild? is not possible.

Not sure how it would work either. I just walked down the street until I lost my home wifi connection then opened the maps app and it couldn’t locate me
