Not quite. The iPad resolution is 1024x768. You are correct though that most wallpapers are 1024x1024 due to the screen rotation issues. Otherwise when you went from landscape to portrait the image would either have to stretch, or the wallpaper would just be cut off.
Interfacelift is just "predicting" that the iPad 3 will have a 2048x1536 resolution, meaning 2048x2048 wallpapers would work best.
No, this would still be a bit less. 264ppi vs 326ppi. However distance from the eyes is also a factor with how much detail they can pick up, and I believe people tend to hold their iPads further away.
Also this would be an exact doubling of the current iPad resolution, which would make it easy to rescale existing apps. (They chose 960x640 on the iPhone 4 for exactly the same reason.)
