Hello I'm curious I heard people tethering? I think that's what it's called...their smart phone so they can use 4g or 3G on their none 4g iPads. Is this true? If so can I do this with a 4g android phone and use it as I go?

Yes. If your carrier supports it, then you can use a smartphone to connect the iPad to the internet without using any iPad data.
 
iPad works fine with WiFi hotspots including those provided by cellphones. If your provider allows it and your cell data service is not too expensive you should be golden
