I'm setting up an iPad-3 (iOS v9.3.6) completely from scratch (I am the new owner).
I am doing the customary OoB New Owner Setup routine.

The "Find-My" Activation-Lock has been previously properly removed and it was completely erased with DFU.
I use different Apple-IDs for iCloud and iTunes/App-Store and it allows for that.
I did that and got the 2-Factor Authentication requests on my iPhone (all as expected).
Setup was going fine but for some reason, it's now asking me:

Enter Mac Mini password.
Access to your account is protected by the password for "MacMini-1".
Your password is encrypted and cannot be read by Apple.

I mean, that is my Mac-Mini's name and I know the password (and I'll enter it) but my question is:

Why is this even happening?
I don't want this.
Does anyone know where this setting is so I can turn-it-off?

I would write my own reply but this article I came across recently says everything I’d put up (and more):

Thanks and yes, this is exactly what happened. And no, I've never-ever see it before in all my years of using Apple computers and iDevices.

Since it's legit, I guess it's cool. At least I have an explanation now.

However, I hardly ever use the old Mac-Mini any more and it's not even close to being my main machine. While my family and I are heavy into Apple Ecosystem for personal devices ... we mainly use Windows on the desktop around here now-days. But yes, I love iCloud, Key-Chain ( and similar offerings) . I like to think I am using them optimally (at least I try).

It’s just a security step; it really doesn’t matter now much you use the Mac mini as this has no relationship to how the iPad works once it’s fully signed into iCloud.
