I am thinking about getting an iPad for just web,youtube,games but should I get the cheap iPad? or should I just go with the new iPad Air? I won't use any keyboard so that I don't care about. my questions is, is this iPad still a good buy?

I replaced a Air 2 with a 6th gen and I missed the laminated display, but I love the pencil support. iOS 12 runs great on it. I do think the quad speakers on my 10.5 are a huge upgrade compared to it tho.
I think at this price range the base mini is even more attractive. Just about 70$ more you get the latest A12 SoC with a P3 colour laminated screen.
If you intend to play games that have above average graphics, you might consider the new iPads, but then again, I’m sure the A10 can handle all the games that are currently out and most future games for the next couple years. There could be a base iPad refresh coming up, but nobody knows for sure or when.

Handle? Yes. But the graphics settings would probably need to be relatively low. To fully utilize the graphics, you’d likely need the A10. It totally depends on the game, though.I'd be willing to bet that the Air 2 can still handle all the games that are currently out

The game I’m concerned with is PUBG Mobile. The Mini 4 couldn’t go beyond medium frame rates, couldn’t do anti-aliasing, HDR, etc. On my Mini 5, it does HDR, Ultra frame rates, anti-aliasing, etc. The upcoming Call of Duty Mobile will almost undoubtedly be the same situation. The gameplay is very different with the higher frame rates and more detail. It was worth the upgrade for that alone.

Forgot about the RAM. The most important difference actually.Don't forget 3gb ram. An important detail that will make a difference in future ios versions and multitasking

Honestly when they announced the two new iPads, I watched tons of videos and read the reviews to see if it was really worth the extra cost to move over from my 2018 iPad. At the end of it all, I really couldn’t justify doing it, especially with all the sales on them constantly, I can’t justify the extra cost to move over right now.
Maybe if they throw out some great sales later on
