I just installed iOS9 and it's faster and smoother than iOS 8.4b3 was (dev preview). It doesn't feel old for me.. It's early but I feel good about this release.

basic animations are smooth, safari worked nice. Ibook is very slow (between 8-12 fps) when scrolling books. When you open a book it's working fine. I notice a huge battery drain compared to iOS 8.4b3. I read a few pages and I went from 100 to 80%. I normally do the same and it uses maximum 2-3%. I will be reverting and will let them fix that.

So only things worth mentioning in ios 9 on iPad 3 is the new notes app and multitasking screen? I'm not really noticing a difference in performance.

well the keyboard is really different: cut & paste, font style, you can use the kb as a trackpad.
