iPad 4.2 Beta 2 - Internet Tethering?

I'm sure many of you spotted this in the settings menu...

But how do you tether to anything? I don't see any settings for this anywhere else. Not under Network, not under Carriers or Cellular Data. Just this and nothing else, three fields, but no way of using this feature. Any ideas? I've missed this feature for a long time now.

Those of us in the states (or maybe those of us with an AT&T Sim) don't have those options or settings.
