I just bought an iPad 4th-gen from eBay and it has a passcode on it.

I have messaged the seller and asked if they can remember it but if they cannot, what are my options?

Is there no way to format the iPad via a PC and start afresh?

There is as always. If the iCloud password however is required as part of the activation lock process, you’ll have to get that from the seller. If they don’t have their iCloud pw you cannot reset a device that’s locked on iCloud.

I would be surprised if they provided me with that.

I may have to return it so that they can sign out and wipe it.

They might be able to do that remotely via the iCloud find my website. If they claim to have done it remotely see if you can wipe the thing clean after. If it’s still asking for an unknown pw after you know where you’re at.
