Update:
I took the iPad to an authorized repair shop, they replaced the home button and it works fine now. The other guy just didn’t know what he was doing.

I had my daughter iPad 5 screen replaced by a third party. The home button worked fine when we picked it up from him but it stopped shortly after. It still presses down but doesn’t do anything. He said Apple put some kind of security feature on those when the battery is unhooked, it causes the home button to have to be reset by Apple. Is this accurate?

I don’t think I’ve come across this statement before and it sounds far fetched.

That sounds like a lie to me. I never trust 3rd parties (when it comes to repairs) and always go the 1st party route.
 
The iPhone 6s Touch ID would stop working in the event of a 3rd party repair, but it shouldn’t affect the home button itself. The 5th Gen iPad has the older Touch ID I believe so it shouldn’t be affected at all.

If I was going to be tempted to believe that statement, the button would have to be non-functional on receipt.

He said to take it to Apple and get them to “reprogram” the button. He said it was about $300.
